Rebalancing on
The planned behavior permits purchases and sales to restore target weights as prices change. The trigger, trading limits and execution rules still need to be defined before launch.
Rebalancing off
The plan continues with new purchases without selling existing positions to restore weights. Holdings can drift away from their targets as prices move.
These are separate choices
You can prefer a stock with rebalancing either on or off. A preferred stock changes the target percentages; rebalancing determines whether existing positions may be sold to restore them.
